In thinking about the outernet goal (at least in my mind) i believe the possibility of some teacher, preacher etc etc in Sub Saharan Africa having the ability to send an aprs message is pretty slim. Not saying it can't be done, but....One thing I think could be of use towards the outernet goal would be to have the aprs "system" send out important stuff like Tsunami warnings and things like that. If the outernet servers detect an aprs message with "Tsunami" in the text then perhaps it could be given utmost priority in the carousel for immediate delivery? Not trying to limit it to Tsunami but wanted to give a base example.
